How to add a link for the Top Page block?

How to add a link for the Full Page block, so that
whenever clicked, it will directed the user to a
new PHP page, instead of showing the page in the
main block. Thanks =)

This would have to be hardcoded into include/layout.inc.php
in the F_drawHeader() function. Perhaps this should be more easily modified by isolating this code or something..
