Static page in the latest release?

Not sure what you mean by static page. You can create a "Page" in the blocks/page manager.

index.php is a symbolic link to stories.php
/path/to/phpweblog/$ ln -s stories.php index.php

Isn't this the special version of stories that Brian did, to always show a particular story or Page at the top of the front page?

Yepp, that was what I meant. As far as I can see, this has been left out in the latest release? I found it rather useful, especially on the front page...
