im a newbee to phpweblog and im getting this error

changing the background colour and i get this error

The web server can't write to that directory. Run the included etc/fix_permissions.sh script.

i didnt set this site up im just changing things and updating it so i have no idea how to change or run scripts whats the easist way to run this or should i go and get somone with some scripting experience to do it

Just type in the url address for that path. I.E.: http://www.yoursite.com/phpweblog/etc/fix_permissions.sh
