New styles!?

How do i make any new styles under phpweblog!??
I mean - i think i have to edit for example default.xlay when i wanne remove "underline" on my links, but where do i write this, and how!??
And the same for enable "underline" on linkhover...

You would need to edit inc.d/header.inc to change stylesheet attributes.
