Padding Bug and Issues

I'd like to tell about a bug, technically it's not a bug, but it's' the way browsers handle things (i.e. buggy browsers). Then I'd like to provide a suggestion regarding padding.
BUG
If you change the padding (AreaPadding)to say 0, you'd expect there to be no padding. This works for the "gutter" between the summary/story (bigger column) and the blocks column. However, the vertical padding between blocks remain the same.
To fix this bug, you need to insert a BR tag right after the "blank" padding gif image in the function F_drawBlock() in the file "/include/layout.inc.html" like so:
print "\twidth\t= 1>\n";
In addition, in the same function, comments are renderred as , where as per HTML spec, it should be .
Suggestion
Some people may not like to have their blocks padded with the same size as the "gutter" AreaPadding. For that reason, I'd suggest we add another configurable option call BlockPadding.
